Would this logic be wrong ?

Hi guys , so I measure a dispensary bud with a moistire meter and it reads 15.8% . So my theory is, if I dry the buds hanging until they reach 15.8% then grove bag them , does this work ? I seem to keep Reading people say to dry to 12%. but for some reason that seems to be too dry. And when I bag it humidity levels in the bag are too low.

Just dry em till stems snap then jar or bag em up you dont wanna do it too dry or it wont improve much too wet and it can brown out or worse you can get mould if its soaking when you jar/bag it also make sure wherever your doing it is dark and not too hot or you lock in that green taste
