Tap Water

This is the quality water report for tap water where I live is it ok to flush my soil with this prior to planting my seedlings in it? I am using Pro Mix organic soil, my first attempt has stunted and is flowering at 6 inches tall, hasn't grown in a week, my second got wet under the lights and scorched its very first two leaves and generally looks unhealthy all the way around, the seeds are feminised autoflower Stardawg from FastBuds, only used alaska fish so far on the first plant nothing on the second although when I sprayed the leaves with distilled water I came back they were wrinkled and pointing straight up.
