ok....so i've been trying to grow over and over again for about 5 months....everytime the plants get about 16 points but then the stems start to weaken and dry out right where the plant comes out of the soil....i think it's root rot, but i don't know.

Can someone help me out with my problem please?

Sounds like a case of over watering to me. Do you let your soil dry out between waterings? Are you using good soil? What is your PH? Are you fertilizing and how much, often,ect... What is your room temps? What type of lights are you using? Do you have mold in your soil? Lots of things can cause this as well as genetics. What type of seeds, age, and storage methods!

Do not over water or over fertilize. New growers are very likely to either over water or over fertilize their plants. Allow plants to go through complete wet-dry cycles when in soil to avoid rotting problems. Always start fertilizers at a safe dosage and then make small increases in fertilizer until plant leaves look dark green and iridescent.

i had the same problem man,if u purt fertilizer in the bottom of pots the roots will get to it and your screwed.it happened to me,my second plant is great and honestly has survived some harsh shit,i just got dirt out of 4 year old flower bed with 2 cfl lights and the stalk on mine is like a thumb, and when it sprouts if it continues to get tsller with no branches lay soil around the stem or bury deeper with caution also a light fan will help build strength on the stem,as soon as they sprout very light to faster, but thats me good luck man
