i think if your doing soil especially w active biology its best practice to germ in soil maybe with inoculant. That fresh virgin tap root isnt getting sweet love from from a bleached napkin.

Just dealt with this...had them all sink after 24 hour soak. Planted them...only 1 popped out of 4. Dug the others up, none had even cracked yet. Put them in a paper towel-moist, Baggie-ziploc, outside-heat/light, checked today and two have tiny tap roots, 1 had an inch~ and was trying to open its shell In the papertowel lol.
Morale of the story:soak, moist enviroment, and enviroment temps of 76F+ because your medium will always be cooler than that if wet.

I am in Australia too mate bit early to start then atm I normally wait till mid September when the weather warms up. The temp is possibly your issue

Yeah but it's an auto so I don't think it matters. Australia doesn't get that cold like other countries.

Mid 20's is prime temp I don't know where you are but last nights temp where i am was 2 degrees Celsius. Also hours of light this time of year are too little for vegetative growth. Unless you are in top end Australia yes it is too cold this time if year. Anyway live and learn good luck with it

Fuck a week , take it to the next level as stated heating pad , paper towel rung out and enclosed container no light. 3-5 days
enjoy as you test and fail or not but learn , document and review.
Fuck the heating pad. Hold it your mouth between your cheek and gums. It's warm, wet and you'll know when it germinates.
