Mixing nutes, soil and dwc, same thing?

I have the general hydroponics flora series and I was looking around and have a few questions I don't understand. When I'm looking up the mixture when it's telling me 1 tsp per gallon, is that for soil or dwc or is it the same? I've seen some that said dwc should be more. And what is the right mix? I see a lot of different ratios of ml per gallon. I don't do that. I use tsp, I don't get how to convert. Not the greatest at math.

For Hydro go by PPM's for your growth stage, not a mix ratio.

I know I sound dumb saying this but, that makes a lot of sense. I have looked all over and just get add 1tsp or add 3tsp this that and the other but that is just like the obvious answer. Thanks a lot. My ppm meter just came yesterday! Still trying to figure out how to use it.
