Its alive, thats something ;). Most peoples first grows are learning experiences. Lots of people learn they want to study up and invest in equipment and get better at growing. Some people learn that they don't.

Whatever you learn hopefully its a positive experience for you.

it won't be a positive experience with that medium your using.
get some Fox Farm Ocean Forest soil, along with extra perlite, and some gypsum maybe, and transplant it into there when ready.
the soil you're currently using is lacking perlite, this is the stuff that gives aeration to the roots in soil. because your soil is lacking perlite, your roots are lacking oxygen, which is potentially what's making your plant look droopy.

Whats your pH running?

That "soil" looks like it's pretty dense, no air in there. As previously stated, perlite would help.

She looks to be struggling ! I agree your soil is the key at this point . Soil looks very heavy . Get some perlite into your soil and let her eat .

28 days from seed and you on about n deficiency and topping and blah blah. Get some decent soil. Germinate a seed. Pop it in soil and water when dry. I'm no expert but keep it simple. Worked for me
