If your target is 1000ppm, then your meter should read 1000ppm. If it reads 1600ppm, you are at 1600ppm.

600ppm is pretty high if I'm not mistaken for tap water. Have you had it tested and know what's in it? Or checked the county's website?

From what I gathered from internet it’s 0.6 starting water so once I’ve added my nutes I’m getting 1.7-1.8 EC in veg is that okay??

Once I add nutes to my res I’m at 800-900 ppm is it okay for veg?
I dont ph or check ppm/ec of anything. So i cant help you much at all. I just know 600 EC water is way to high so something is off.
I know my well water is 170-200ppm always, and idk what the ppm/ec of my feed is but im in promix so i dont worry about it. I just feed 1/2-3/4 the dose of what the mfg recommends every watering and call it good.

Your meter is in the us/cm range meaning its a 0.000 so at 0600ec u are at .6 early veg 1.2 is what im doing. thats around 600ppm in ro water. so Honestly if its ur first feeding i would do 1.2 with the base at .6 and see how the plant acts and go up from there its easier to go up then go down.

I have feed them at 1.3 not really doing good so I assume I can try go up to 1.8 I’m flowing a feeding chart but there’s no ec or ppm recommended (idrolab)

Is 0.984 EC and 428 ppms good for base water? PH is under 6.2. Growing in coco/perlite
