How big are they? Do you mean 19 days since germination? They look small from the photo if it's from germ'. What sort of light you using?

Not if you're in soil. If you were doing hydro, especially aero, they'd be ready to flip. :)

Depends how long they took to germinate. Some seeds can take up to two weeks to germinate. If they germinated in 2 days then yes I think they are small, even in soil. How far away is the light? Have you started fertilising yet?
24 days after germination my plants were ready for flower and between 12-18" tall, and in soil.

pots are 6 inches.. ph is around 6. my grow box is 4' tall, 3' wide, 2' deep.. would a 400watt light be suitable for my space?

you can drop a 250w to like 6-8 inches above the tops. they do look a bit small but they do look good. a 400w will create a LOT of heat in that space. id only recommend it if you have a cool tube fixture or an enclosed, vented light hood with a fresh air intake and exhaust for the light alone

If you can add any more light make it flouro. Just drop the 250 down till it doesn't make your hand feel uncomfortable when you place it over the tops of the plants. You got a fan?

i got a small computer fan blowing across the tops of the plants and 210CFM inline exhaust for fresh air.

i do not have a aircooled hood just a reflector. the box sits at about 28* C with the light on, if i got a 400w with a aircooled hood do you think it would keep the temp less than 30*?
