Yes. There was a local guy that used to sell it as a soil augment, but there's little nutritional value in it. It works great for slugs too - thinking hostas. Then they were forced to add cayenne pepper so people wouldn't smoke it. Making tobacco tea is also quite effective for bugs.
We get tobacco for a few bucks a lb. Tumble it till it's nearly powder and spread it on the lawn. Very effective neurotoxin to insects. Grow some - even cheaper.
