Who the fuck builds a 900-tonne pedestrian bridge?

It's Miami. The construction, companies and workers are often horrible. Many insurance companies will not write home and hurricane insurance there due to fraud. It is also the Medicare fraud capital of the USA.

The university was also involved in the design. The cost seemed astronomical so I am sure lots of fraud there too. This company is also exceptionally scummy according to info out there.

Gov'ts, civil institutions, educational institutions. They can't help themselves, seriously. They must make it a work of art for show: "this is how we spend your money" to the donors, taxpayers, etc. Then they can also brag about it, use it on resumes, etc. These things are not merely for efficiency/utility; it's got to be "significant" for bragging rights. Most of us know a steel 8 ft wide catwalk would be perfect: utilitarian, cheaper, much quicker to build and less prone to faults; problem is that it's ugly and no one wants to brag about it
Malt I think you are spot on here. They're is a lot of money skimmed off a project like this, and because it is a government interests not a lot of experienced over site, just a bunch of assholes with no real world experience. Major universities ( like the one I work at ) are stacked with useless power hungry nitwits.

I had a friend who is a very good computer programmer. He liked consulting gigs versus perm employment. He worked for a very very well known research university that is well known in medical research;

The whole university research niche is filled with tens of billions in fraud and maybe even more. The grant writing is more important that the actual research. 24x7 trying to come up with ways to grab taxpayer money and it goes on nationwide.

Colleges are an endless fraud and now they load kids up with lifetime serfdom debt. The kids today if they are middle class have no chance. When I was younger, you could work a part time job and really hustle and get an education without becoming a lifetime debt serf.

FIU, the president, those involved plus this shitty construction company and local govt involved should all be arrested. I am sure millions and possibly tens of millions were skimmed on this scam bridge.
