Question for the LED Cob lighting experts---is this a good deal?

Hey guys,
So I've been slowly transitioning to LED lights. I have a Solarstorm and so far, so good.

I've been seeing many raves for COBs and came across a local guy selling them from parts that he's ordered. I've been thinking about ordering 2-3 and based on my initial research into the parts, it seems pretty good but I thought I'd see what any Cob/electrical experts might have to say about the parts and any potential issues.

Price he's asking is $280.

Below are some pics and here are the specs he's listed-

Each light covers 2'x4'.

Newest gen chips: Luminus or Vero.
All Meanwell drivers.
Active cooled, aluminum rails with 4 chips on each. 244watts.
9.0 par per sq. ft. @ 150-165+lm/w.
Dimensions: 38" x 4". Approx 10 lbs.

Shiiiittt who is trying to sell it?

It's basically a friend of a friend of a friend type of thing.

Thoughts?

Where is that mean well driver and heat sinks? Lol looks cheap asf.

It looks like the driver is mounted in the middle of the light bar under the black plastic junction box?

Looks like a pretty solid deal assuming it's really a meanwell driver and top bin cobs.

A Meanwell HLG wouldn't fit in there, unless there's some other smaller drivers I don't know of that are pushing 220w+.

EDIT: I'm an idiot. I see what you mean now haha, yeah that looks like them mounted UNDER the black box!

not without knowing model. both of those companies make top bin chips under $5

Yeah, he'd be kinda foolish to not check the parts out. I'm guessing they will be decent.

What's funny about luminus or bridgelux not binning their chips? You'd think that's a good thing. As long as he's getting quality components it sounds like a good deal. If I were him I'd get part numbers and run them by the RIU parts police.

well its just funny that he mentions top bin when binning isnt a thing with the parts he mentions. its not that those companies dont test chips for output, they just dont market the lower yielding chips

Well that was me that mentioned 'top bin' but I really didn't give it much though. Was thinking quality and top bin popped out of my head. To me the frame looks typical and it has a nice looking junction box. $280 barely covers the parts and surely doesn't cover his time. It's either a good deal or the parts are bogus.

The frames, heatsinks/fans, and drivers alone would compel me to buy. I'd match better COBs to the drivers if needed.

Not a bad effort-some is a little clunky but it looks perfectly functional. It would probably be a pretty fine margin on profit using top shelf parts -that's just a few Jackson's more than what I have in parts.

Those are clearly Intel CPU heatsinks with integrated cooling. The heatsinks are under the fans. Now unless the driver is remotely mounted there is no way there is a Meanwell driver under the black junction box. Not to mention there would need to be a driver or at least a 12v power supply for the fans in there as well.
