    You could get 15 TCI linear LEDs at 23 watts a piece off eBay within your budget. Their efficacy is on par with eb strips so I would guess that they would produce similar results. However, they're not going to be enough to push a 4x4. 15 TCI's should put out enough light to handle a 3x3. So...
